Efficient Development of Shale Gas in China:Attributes,Ideal Types and Collaborative Systems

在系统阐释页岩气高效开发的政治、经济、社会和环境友好属性的基础上,构建了涵盖目标体系、行动者系统和协同体系的页岩气高效开发理想类型。结果表明:立足于我国现代能源体系建设,碳达峰、碳中和目标的实现和生态文明建设的内在需要,页岩气高效开发是国家、地方政府、企业和社区居民的利益集合体,决定于利益相关者的一致性集体行动,政策协同、管理协同、责任协同和利益协同是实现页岩气高效开发的基础和前提条件。

On the basis of systematically explaining the political,economic,social and environmental friendly attributes of shale gas effi-cient development,this paper constructed an ideal type of shale gas efficient development covering target system,actor system and collaborative system.The results showed that:Based on the construction of China′s modern energy system,the realization of carbon peak and carbon neutrality goals and the inherent needs of ecological civilization construction,the efficient development of shale gas was a collection of interests of the state,local governments,enterprises and community residents,which was determined by the consistent collective action of stakeholders.Policy coordination,management coordination,responsibility coordination and benefit coordination were the basis and prerequisite for the efficient development of shale gas.
