提升通用航空公共安全管理能力的思考

通用航空所涉及的公共安全问题及其有效处置是影响我国通航产业发展的重要因素之一。文章结合我国通用航空的特点对通用航空公共安全的概念进行了界定,并进一步分析了我国通用航空公共安全管理中存在的问题。最后,从健全管理组织机构、完善应急预案等方面提出对策建议,以促进我国通用航空公共安全管理能力的提升,推动通用航空产业的发展。

The public safety problems involved in general aviation and their effective disposal are one of the important factors affecting the development of China’s navigation industry.Combined with the characteristics of China’s general aviation,this paper defines the concept of general aviation public safety,and further analyzes the problems existing in China’s navigation public safety management.Finally,it puts forward countermeasures and suggestions from the aspects of improving the management organization and improving the emergency plan,so as to promote the improvement of China’s general aviation public safety management ability and promote the development of the navigation industry.
