开展项目库建设高质量推进三峡后续工作

Reflections on building a project database for the high-quality development of the follow-up work of the Three Gorges Project

2011年国务院批复《三峡后续工作规划》以来,总体上各项任务执行顺利,实施成效显著,已取得了重要阶段性成果,但部分项目仍存在与目标任务脱节、批复后难以开工或多次变更调整等问题,给规划管理工作带来一定困难。2019年,水利部推行三峡后续工作滚动项目库管理,矛盾问题逐步得到破解,为高质量推进规划实施奠定了坚实基础。通过对2019—2021年水利部组织开展的滚动项目库编报审核工作进行梳理,提炼工作做法,总结工作成效,并结合实际提出了加强项目库全过程管理、完善项目库建设和管理机制、强化项目实施过程监督考核等建议,以期为进一步做好规划和项目管理工作提供参考。

Since the State Council approved the Follow-up Work Plan for the Three Gorges Project in 2011, all tasks have been implemented smoothly, with important phased results achieved. However, some projects have not been well aligned with the targets of tasks, or are facing difficultiesin commencing after being approved, or subjected to multiple changes and adjustments, which poses obstacles to project planning and management. In 2019, the Ministry of Water Resources implemented the rolling project database management of the follow-up work of the Three Gorges Project. By doing so, such problems were gradually solved. This has laid a solid foundation for promoting the high-quality implementation of the follow-up work plan. By looking back on the compilation and review of the rolling project database organized by the Ministry of Water Resources from 2019 to 2021, summarizing good working practices, this paper puts forward some suggestions, based on reality of the work, on strengthening the whole process management of project database, improving the building and management mechanism of project database, and enhancing the supervision and assessment of project implementation process, so as to provide reference for further project planning and management.
