综合利用水库库区保护管理面临问题与对策研究——以湖北省漳河水库为例

On problems and countermeasures of protection and management of comprehensive utilization of reservoir area——taking Zhanghe Reservoir in Hubei Province as an example

库区保护管理对确保水库正常运行、充分发挥水库经济社会效益具有重要作用。本文以湖北省漳河水库为例,按照具有水源地功能的大型水库库区管理需求和特点,分析新形势下库区土地利用的变化趋势,总结综合利用水库面临的管理保护问题,包括点面源交叉污染、填占库容、土地林权纠纷等,提出水库管理所面临问题的应对策略,为综合利用水库管理提供参考。

The protection and management of reservoir areas plays an important role in ensuring the normal operation of reservoirs and giving full play to the economic and social benefits of reservoirs.This papertakes Zhanghe Reservoir in Hubei Province as an example, and analyzes the trend of change of land use in the reservoir area under the new situation according to the management needs and characteristics of large reservoirs with the function of water source. It then summarizes the management and protection problems facing the comprehensive utilization of reservoirs, including point and non-point source pollution, unreasonable occupation and filling of reservoir capacity, land and forest right disputes, and puts forward countermeasures to provide reference for the comprehensive managementof reservoir utilization.
