议题塑造自治:居民持续性参与的形成逻辑——基于一个生活垃圾分类事件的案例研究

Issues Shaping Autonomy:The Formation Logic of Residents’Continuous Participation——A Case Study Based on a Domestic Waste Classification Incident

提升居民参与水平是社区治理共同体建设的重要内容,治理议题是影响居民参与形态的重要因素。基于对上海市百芬小区的案例研究,发现生活垃圾分类议题具有中度利益相关、弱专业化和强社会化等属性。垃圾分类治理议题与政策刚性推动、物业服务模式、社区居民结构和组织基础等因素共同塑造了居民的政策内抗争目标,而政策变化与政策内抗争目标叠加在一起,塑造了有条件赋权的政民互动转折,催生了常设性的参与载体和公共性的制度规范。在楼层垃圾分类模式中,街居、居民和物业公司等主体形成制衡性的合作关系,为居民持续性参与提供了稳定性来源。实现目标的重复性和主体间的高度制衡性是生活垃圾分类议题的主要特征,此类议题所孕育的居民持续性参与空间更大,成为政府引导和居民自治良性互动的中介场域。

Enhancing residents’participation level is an important part of community governance community building,and governance issues are important factors affecting residents’participation patterns.Based on a case study of Baifen community in Shanghai,it is found that domestic waste sorting issues have the attributes of moderate interest-related,weak specialization and strong socialization.The waste separation governance issues,together with the rigid policy push,property service model,community resident structure and organizational base,shape residents’intra-policy resistance goals,while the policy changes and intra-policy resistance goals overlap to shape the conditionally empowered political and public interaction turn,giving rise to permanent participation vehicles and public institutional norms.In the floor waste sorting model,subjects such as neighborhoods,residents,and property companies form a cooperative relationship of checks and balances,providing a source of stability for sustained resident participation.The repetition of goals and the high degree of checks and balances among subjects are the main characteristics of the issue of household waste separation,and the space for continuous participation fostered by such issues has become a mediating field for the benign interaction between government guidance and autonomy.
