央行财务缓冲机制的国际比较与借鉴

International Comparison and Reference of Financial Buffer Mechanism of Central Bank

在全球经济下行的严峻形势下,多国央行对资产负债表进行了扩张。在此情况下,如何更好地保存中央银行的财务实力,防范系统性金融风险成为了重中之重。本文通过借鉴美联储等发达国家央行在运用财务缓冲机制方面的经验,以期为我国中央银行构建完善的现代央行财务缓冲机制提供参考。

Under the severe situation of global economic downturn,many central banks have expanded their balance sheets.In this case,how to better preserve the fi nancial strength of the central bank,prevent systemic fi nancial risks has become a top priority.This paper draws lessons from the experience of the Federal Reserve and other developed countries'central banks in the use of financial buffer mechanism,in order to provide reference for China's central bank to build a perfect modern central bank fi nancial buffer mechanism.
