产教融合型企业建设培育政策研究--基于省级政策的比较

Research on the Construction and Cultivation Policy of Industry-Education Integrated Enterprises--Comparison Based on Provincial Policies

建设培育产教融合型企业是国家深化产教融合改革的重点。从已发布的31个省(自治区、直辖市)产教融合型企业培育公告及名单来看,在产教融合型企业的实施程序、培育条件、支持措施等方面存在较大差异:在实施程序方面,协同参与行政主体、材料申报与评审、培育批次与数量等存在差异;在培育条件方面,产教融合型企业的认定条件和重点支持产业领域等存在差异;在支持措施方面,政府为产教融合型企业提供的“金融+土地+财政+信用”组合式激励上也存在差异。建议今后应结合本地社会经济发展水平,在亟须突破和易于操作的双重维度上寻找平衡点,通过规范产教融合型企业建设实施程序,优化产教融合型企业建设培育条件,鼓励地方政府创新产教融合型企业建设培育激励机制等措施,不断建设培育产教融合型企业,深化产教融合,促进经济社会发展。

The construction and cultivation of industry-education integrated enterprises is the focus of the state to deepen the reform of integration of vocational education with industry.Judging from the announcements and lists of the cultivation of industry-education integration enterprises in 31 provinces released,there are major differences in the implementation procedures,cultivation conditions,and support measures of industry-education integrated enterprises.In terms of implementation procedures,there are differences in the administrative subjects,material declaration and review,cultivation batches and quantities,and many so on.In terms of cultivation conditions,there are differences in the identification conditions and key support industries.In terms of support measures,there are also differences in the combined incentives of"finance+land+treasury+credit"provided by the government for industry-education integrated enterprises.We suggest that in the future,in combination with the local level of social and economic development,we should find a balance point in the dual dimensions of urgent breakthrough and easy operation,optimize the conditions for the construction and cultivation of industry-education integrated enterprises by standardizing the implementation procedures for the construction of industry-education integrated enterprises,and encourage local governments to innovate measures such as the construction and cultivation incentive mechanism of industry-education integrated enterprises,continuously build and cultivate industry-education integrated enterprises,deepen the integration of vocational education with industry,and promote economic and social development.
