乡村振兴视阈下返乡创业群体融资问题研究

Research on Financing of Returning Entrepreneurs from the Perspective of Rural Revitalization

近年来农村返乡创业群体逐年增大,一定程度上缓解了农业金融发展的不均衡,成为农村经济发展的新动力。但该群体在多渠道融资过程中,仍遇到融资渠道不畅、融资产品不合需求和融资保障措施不健全等问题。其成因主要有以下四方面:政府对返乡创业保障政策不完善、金融机构融资供给设计不健全、社会资本对融资环境有影响以及返乡创业群体的个体性因素。应从以下三方面着力解决:强化政府保障职能,加强对返乡创业群体引导激励作用;优化金融机构供给方式,满足返乡创业群体多样性需求;规范社会化融资市场培育返乡创业群体新环境。

In recent years,there are more and more people who return home to start businesses,which is helpful to gradually alleviate the imbalance of agricultural financial development and has become new driving forces for rural economic development.However,in the process of multi-channel financing,this group is still faced with financing problems such as poor financing channels,inadequate financing products and imperfect financing guarantee measures.The causes are mainly from the following four aspects:imperfect government security policies for returning home to start businesses,unsound financing supply design of financial institutions,influence of social capital on financing environment and individual factors of returning home and starting businesses.To this end,this paper concentrates on the following three aspects:strengthening the government’s guarantee function as well as the guidance and incentive role for the returning entrepreneurs;optimizing the supply mode of financial institutions to meet the diverse demands of the returning entrepreneurial groups;standardizing the socialized financing market to foster a new environment for returning entrepreneurs.
