结构二重性视角下“互联网失忆”的形塑路径及其规制

The Shaping Path and Regulation of“Internet Amnesia”from the Perspective of Structural Duality

“互联网失忆”是指在网络空间中引发关注的事情销声匿迹、引起争议的事件不了了之甚至再次发生。该现象不仅是互联网在迅猛发展的同时所暴露的病症之一,还改变着集体记忆的书写方式,威胁着社会认同的培育。依托结构二重性视角,基于舆论结果导向的类型学划分剖析“互联网失忆”的形塑路径发现,非负面舆论事件的失忆形塑在于记忆的生物属性与网络运行结构间的张力,负面舆论事件的失忆形塑基于行动与结构的双向互构,并遵循事件曝光、发酵、暂息的阶段性演变方式。针对不同的形塑路径,需采取“在深度思考的自我规制中补齐生物性短板”“在合理构造中破解行动与结构的僵化循环”这样差异性的规制手段,以期为治理“互联网失忆”提供智力支持。

“Internet amnesia”refers to the disappearance of things that arouse attention in cyberspace,the disappearance of controversial events and even the recurrence of events.This phenomenon is not only one of the symptoms caused by the rapid development of the Internet,but is also changing the way collective memory is written and threatening the cultivation of social identity.From the perspective of structural duality,this paper analyzes the shaping path of“Internet amnesia”based on the typology division of public opinion orientation.It is found that the amnesia shaping of non-negative public opinion events lies in the tension between the biological properties of memory and the operational structure of the network.The amnesia shaping of negative public opinion events is based on the two-way mutual construction of action and structure,and follows the periodic evolution of event exposure,fermentation and temporary rest.In view of different shaping paths,different regulation means should be adopted,such as“making up the biological shortcoming in the self-regulation of deep thinking”and“cracking the rigid cycle of action and structure in the reasonable construction”,in order to provide intellectual support for the governance of“Internet amnesia”.
