迎峰度夏期间电力供应风险控制与应对

Power Supply Risk Control and Countermeasures During Peak Summer Load Operation

摘要 受电煤碳价格、来水形势、燃气供应等因素影响,各类型电源的发电能力可能受到制约,考虑省间送受电后,一旦发电能力不能覆盖尖峰用电需求和预留备用,必须采取有序用电等措施,保障电网安全稳定运行,针对性探讨了迎峰度夏期间的电力供应风险控制流程,包括电力供应预警发布、常规有序用电、紧急限电等,并提出了电力保供措施建议。 As power generation capacity may be influenced by coal price, water inflow and gas supply,etc., the power generation capacity from all types of power sources might be affected. Considering electric power exchange is smaller than the sum of load demand and reserve capacity, the countermeasures have to be adopted such as limiting electricity consumption in order so as to ensure the operation safety and stability of power grid. Discussions are focused on the risk control process for power supply during summer load peaking operation, including power shortage warning release, orderly power utilization and electricity consumption limiting in emergency circumstances, and several suggestions are presented to meet the guaranteed power supply requirements.
