提升组织力视域下党建引领高校工会工作机制创新发展研究

新时代,开展党建引领高校工会工作机制创新发展研究,在价值层面、实践层面和理论层面都具有重要意义。按照组织力理论,基层党组织具有政治领导力、思想引领力、群众组织力和社会号召力,而高校工会的四项核心职能与党建四个方面的功能相耦合,在实践中形成了以党建带工建、以工建促党建的四个重要机制。加强党建引领高校工会工作,必须创新发展党建引领高校工会工作的政治指导机制,发挥工会维护职能和桥梁纽带作用;落细教育引导机制,发挥工会教育职能和宣传导向作用;落小协调保障机制,发挥工会参与职能和权益保障作用;落准标杆示范机制,发挥工会建设职能和创先争优作用。

In the new era,the research on the innovative development of the working mechanism of trade unions in colleges and universities led by Party construction is of great significance at the value level,practical level and theoretical level.According to the theory of organizational power,grass-roots Party organizations have political leadership,ideological leadership,mass organization and social appeal.The four core functions of trade unions in colleges and universities are coupled with the four functions of Party construction,forming four important mechanisms in practice:Party construction leading to engineering construction and engineering construction leading to Party construction.To strengthen the Party construction leading the work of trade unions in colleges and universities,we must innovate and develop the political guidance mechanism of Party construction leading the work of trade unions in colleges and universities,and give full play to the maintenance function and bridge role of trade unions;we should refine the education and guidance mechanism and give full play to the educational function and publicity guiding role of trade unions;we should reduce the coordination and guarantee mechanism and give full play to the participation function and rights and interests protection role of trade unions;we should set the benchmark demonstration mechanism and give full play to the function of trade union construction and the role of creating excellence.
