工会开展快递行业集体协商的问题与对策--以西安市快递行业为例

Thinking and Countermeasures of Trade Unions’ Collective Negotiation in Express Delivery Industry--A Case Study of Express Delivery Industry in Xi’an

快递行业集体协商是维护快递员劳动权益、构建快递行业和谐劳动关系的重要手段。近年来,西安市通过多种举措提升快递行业集体协商工作成效,但在行业工会代表性、独立性、凝聚力、干部队伍建设方面依然存在不足,行业工会机构设置行政化、独立开展工作能力有限、行业集体协商不深入和法律支撑不明确是原因所在。加强快递行业集体协商工作,工会组织必须坚持党的领导,增强行业集体协商的政治性;加强自身建设,提高行业集体协商的先进性;坚守初心,增强行业集体协商的群众性;协调各方,突出行业集体协商的权威性;精细分类,注重行业集体协商质效评估精细化,突出行业集体协商的专业性。

The collective consultation of express delivery industry is an important measure to safeguard the labor rights and interests of express workers as well as to build harmonious labor relations in express delivery industry. In recent years, Xi’an has taken various measures to improve the effectiveness of collective consultation in the express delivery industry, but there are still deficiencies in trade union representation, independence, cohesion and the building of cadres. The reason lies in the administrative structure of trade unions, the limited ability to work independently, the lack of thorough collective consultation and clear legal support. To strengthen the collective negotiation work of the express delivery industry, trade unions should make great efforts in the following aspects: adhering to the leadership of the Party;strengthening the politics of the industry collective consultation;strengthening self-construction of trade unions;improving the advanced nature of industry collective consultation;remaining true to its original aspiration to enhance the mass nature of industry collective consultation;coordinating all parties to highlight the authority of industry collective consultation;paying attention to fine classification as well as the refinement of the quality and effective assessment of industry collective consultation;highlighting the professionalism of industry collective consultation.
