数据是国家重要的战略性资源,在推进国家治理体系和治理能力现代化中具有重要的支撑作用。随着大数据时代的到来,开启了用数据探索事物规律的新方式,可以成为提升青少年体质健康促进治理能力的重要手段。研究认为:以提升“知”的精度,优化治理决策的正确性;以关照“情”的表达,强化治理指向的准确性;以明确“意”的方式,把握治理推进的方向性和以创新“行”的维度,保障治理通路的有效性是数据治理的多重逻辑。从“各自为政”向“多元协同”转变、从“有限个案”向“数据决策”转变、从“静态分散”向“动态关联”转变和从“管理本位”向“服务本位”转变是数据治理的重心转向。通过树立数据治理的思维理念、推进数据治理规划的制定、加强数据技术人才的培育、拓宽数据治理的应用范畴、健全数据应用的法律法规和强化数据主体的道德自律,有助于数据治理顺利落地。
