基于数据包络分析的甘肃省社区卫生服务效率评价研究

Efficiency evaluation of community health services in Gansu Province based on data envelopment analysis

目的采用数据包络分析(DEA)法评价甘肃省14个市(州)社区卫生服务效率,为政府制定公共卫生相关政策策略提供参考,为基层卫生事业的发展贡献力量。方法选取多个投入和产出指标进行统计描述,采用包络数据分析法中的BCC模型计算3个不同模型的综合效率、纯技术效率、规模效率,并进行松弛变量分析。结果2018年甘肃省14个市(州)社区卫生服务中基本医疗服务提供效率和预防与健康促进服务提供效率非有效的地区相对较多,且存在投入冗余和产出不足。基层卫生管理服务提供效率和慢病管理服务提供效率相对较高,没有投入冗余和产出不足的情况。结论2018年甘肃省14个市(州)社区卫生服务效率整体偏高,社区卫生服务发展较均衡,但也存在可改进的细节。

Objective To evaluate the operational efficiency of community health services in 14 cities(prefectures)of Gansu Province using data envelopment analysis,to provide reference for the government to formulate public health policies and to contribute to the development of community health services.Methods A number of input and output indicators were selected for statistical description.The BCC model of data envelopment analysis was used to calculate the comprehensive efficiency,pure technical efficiency and scale efficiency of four different models,and the relaxation variables were analyzed.Results In 2018,among the 14 cities(prefectures)of Gansu Province,the efficiency of basic medical service delivery and the efficiency of prevention and health promotion service delivery were mostly low,and there existed input redundancy and output deficiency.The efficiency of primary health management service delivery and chronic disease management service delivery were relatively high,without any input redundancy and output deficiency.Conclusions The overall efficiency of community health services in 14 cities(prefectures)in Gansu Province in 2018 is relatively high,and the development of community health services is relatively balanced,but there is still something that can be improved.
