摘要
随着2020年全面脱贫目标实现之后,我国进入了“后扶贫时代”,防范返贫与保护环境已成为当前发展的核心问题。既有研究发现流域生态脆弱区与返贫风险区在地理位置上存在高度的耦合,因而生态补偿在返贫治理中有着重要作用,但学界缺乏系统性的针对研究。论文在对西江流域生态补偿与返贫治理充分研究的基础上,深度分析“后扶贫时代”西江流域返贫现象的特征,进而论证生态补偿与返贫治理的协同效应,最后从上层建筑与作用机制两个方面提出构建生态补偿式返贫治理模式,以求实现生态环境与社会经济的健康可持续发展。
With the realization of the goal of comprehensively eradicating poverty in 2020,China has entered the“postpoverty alleviation era”,and preventing poverty return and protecting the environment have become the core issues of current development.Existing studies have found that there is a high degree of coupling between the ecologically fragile area and the poverty return risk area in the geographical location,so ecological compensation plays an important role in poverty return governance,but there is a lack of systematic research in the academic community.Therefore,based on the full study of ecological compensation and poverty reduction in the Xijiang River Basin,this paper thoroughly analyzes the characteristics of poverty reduction in the Xijiang River Basin in the“post-poverty alleviation era”,and then demonstrates the synergistic effect of ecological compensation and poverty reduction.Finally,from the two aspects of superstructure and action mechanism,this paper puts forward the construction of an ecological compensation governance model for returning to poverty,to realize the healthy and sustainable development of the ecological environment and social economy.
