中国油公司模式的演进与启示

The Evolution and Enlightenment of China's Oil Company Model

梳理了新中国成立以来我国油公司模式改革与演进的脉络,将中国油公司模式的演进分为4个阶段:计划经济的会战模式、市场经济的油公司模式、海外上市的国际化油公司模式、领军典范的中国特色现代化油公司模式。分析了其演进各阶段的特点,指出了各阶段的优势与问题。研究表明:中国油公司模式的每一次演进都完成了既定任务,但这种演进以政府推动为主,主动性不足,缺乏统一的科学规划。后续的演进中需要注意加强油公司模式的科学规划与合理配套,以期实现从被动改革到主动演进的转变。

This paper combs the context of China oil company model reform and evolution since the founding of the People's Republic of China,and divides the evolution of China's oil company model into four stages:oil battle model in planned economy,oil company model in market economy,internationalization oil company model listed in overseas stock market,leading modernization oil company model with Chinese characteristics.Then it analyzes the characteristics of each stage of evolution,points out the advantages and problems in each stage.Finally,it is concluded that each stage evolution of oil company model have accomplished their established missions,but this evolution was all pushed forward by the government,lacking enough initiatives and unified scientific plan.Therefore,in the following evolution,it is necessary to strengthen the scientific plan and rational allocation of oil company model and thus realize the transformation from passive reform to active evolution.
