摘要
基于DPSIR框架构建的中国可持续发展的投入、期望和非期望产出,通过超效率SBM模型计算了中国各省市的可持续发展效率,并通过三阶段DEA思想计算了剔除科技创新水平影响的可持续发展技术效率。然后以规模水平为控制变量,以可持续发展技术效率为门槛变量,分别计算了科技创新的人才资源、市场环境和基础研究对可持续发展效率的影响。结果显示:(1)中国各省市可持续发展效率整体上呈现上升水平,但地区间差异较大;(2)剔除科技水平影响的中国各省市可持续发展技术效率在测度期内呈现了不同幅度的下降趋势,但由于自主创新能力不断加强,可持续发展的技术效率在近几年有所回升;(3)科技创新的人才资源、市场环境和基础研究在不同技术效率门槛下对可持续发展效率的影响方向和影响大小有较大差异,在技术效率较低时应当促进基础研究,当技术效率上升到1.042以上时应当注意市场环境。
Based on the input,expected output,and unexpected output of China’s sustainable development system within the DPSIR framework,we calculate the sustainable development efficiency of China’s provinces and cities with the super Slacks-Based Model,and the technical efficiency of sustainable development by excluding the impact of scientific and technological innovation with the Three-stage DEA.Then,taking the scale as the control variable and the technical efficiency of sustainable development as the threshold variable,we also calculate the effects of human resources,market environment and basic research on the efficiency of sustainable development.The results show that the efficiency of sustainable development in different provinces and cities is on the rise as a whole,but there are great differences among regions.We also find that in the measurement period,the technical efficiency of sustainable development,eliminating the influence of science and technology in different provinces and cities,shows a downward trend of different scale,but due to the continuous strengthening of independent innovation capacity,the technical efficiency of sustainable development has picked up in recent years.In the meanwhile,human resources,market environment and basic research of scientific and technological innovation differ in their respective impact on the efficiency of sustainable development under different technical efficiency thresholds in terms of direction and size.Basic research should be promoted if the technical efficiency is low,and market environment should be fostered if the technical efficiency rises to more than 1.042.
