山东省流域中心水旱灾害防御经验做法

Experience and Practice of Flood and Drought Disaster Prevention in Watershed Center of Shandong Province

面对2021年山东省汛期持续时间长、影响范围广、洪水量级大等特点,山东省流域中心建立了“党委领导统一指挥、职能部室专业支撑、综合部门协调服务、防御专家技术支持”的高效工作机制,快速应对各类突发汛情,为全省各流域水旱灾害防御工作提供了高质量的技术支撑。文章从组织领导、工作机制、汛前培训、汛前检查、汛期督导、一线技术支撑、在建工程安全度汛、加强值班值守等方面总结工作机制和经验,并对下一步如何提升水旱灾害防御技术支撑水平提出建议。

In the face of the characteristics of the flood season of 2021 in Shandong Province,such as long duration,wide impact range and large flood magnitude,the Shandong Watershed Center has established an efficient working mechanism of"unified command under the leadership of the Party Committee,professional support from functional departments and offices,coordinated services from comprehensive departments,and technical support from defense experts"to quickly deal with all kinds of sudden flood situations.It provides high quality technical support for flood and drought disaster prevention work in all basins of the province.This paper summarizes the working mechanism and experience from the aspects of organization and leadership,working mechanism,pre-flood training,pre-flood inspection,supervision in flood season,front-line technical support,safe flood control in construction and strengthening on duty,and puts forward suggestions on how to improve the technical support level of flood and drought disaster prevention in the next step.
