体教融合背景下我国青少年体育后备人才培养多元共治及实现路径

Implementation Path of Multiple Co-governance of Young Sports Reserve Talents in China Under the Background of the Integration of Sports and Education

体教融合是我国青少年体育后备人才培养多元治理实践变革的重要举措,“参与-合作-效率”的逻辑框架是青少年体育后备人才培养多元共治的核心。为提高青少年体育后备人才培养的治理效率,在诊断我国青少年体育后备人才培养多元共治现实阻滞的基础上,探讨多元共治的实现路径。研究发现,我国青少年体育后备人才培养还存在主体参与度不足、相应协同及保障欠缺等方面的困境。为此,提出提升新时代青少年体育后备人才培养质量的实现路径:通过目标共识、利益共享、压力共担等激励方式,建立多元共治的主体网络;通过建立体育、教育行政部门之间清晰的权力、资源、责任等合作机制,加强府际协同;通过组织领导制度建设和完善评价、监督、问责等保障制度,提升共治效率和治理现代化水平。

The integration of sports and education is an important measure to reform the practice of multi co-governance for the youth sports reserve talents in China.the logical framework of “participation-cooperation-efficiency” is the core of multi co-governance in the cultivation of youth sports reserve talents.In order to improve the governance efficiency of the cultivation of youth sports reserve talents, this paper puts forward the way to realize the multi co-governance based on the diagnosis of the actual block of the cultivation of youth sports reserve talents in China.It is found that there are still some problems in the cultivation of youth sports reserve talents in China, such as insufficient subject participation, lack of corresponding coordination and guarantee.Therefore, the study puts forward the realization path to improve the training quality of youth sports reserve talents in the new era: Establishing a multi governance subject network through incentive methods such as goal consensus, benefit sharing and pressure sharing;Strengthening intergovernmental coordination by establishing clear cooperation mechanisms such as power, resources and responsibilities between sports and education administrative departments;Improving the efficiency of governance and the level of governance modernization through the construction of organization and leadership system and the improvement of evaluation, supervision, accountability and other security systems.
