农村基层党组织乡村治理能力提升策略探究

Research on the Strategies of Improving Rural Governance Ability of Rural CPC Organizations at Basic Level

党的十九届四中全会对国家治理体系和治理能力提升做出了重要论述,治理有效也是实现乡村振兴的基础。研究通过梳理近年来北京市乡村治理相关政策和资料、赴涉农区开展实地调研并对乡村治理典型案例进行剖析,从北京市乡村治理的现实基础、存在的问题及典型经验做法等方面入手,研究并提出对策建议。

The Fourth Plenary Session of the 19th CPC Central Committee has made an important discussion on the improvement of national governance system and governance ability,and effective governance is also the basis of Rural Revitalization.This study combs the relevant policies and data of rural governance in Beijing in recent years,carries out field research in agriculture related areas,and analyzes typical cases of rural governance.Starting from the realistic basis,existing problems and typical experience of rural governance in Beijing,this paper studies and puts forward countermeasures and suggestions.
