制度理论视角下辅警改革“内卷化”问题研究

Research on Analysis and Countermeasures on “Internalization” of Auxiliary Police Reform Based on the Institutional Theory

辅警改革是持续推进公安改革的题中应有之义,是加快构建现代化警务体系的必然要求。在当前全面深化公安改革的时代背景下,我国辅警改革工作取得了显著成就,极大地促进了辅警队伍正规化建设。然而,在辅警改革过程中,仍有个别“内卷化”现象,如存在将简单问题复杂化、低水平模仿与复制以及应付工作的“痕迹主义”等情况。本文基于制度理论的视角,对辅警改革“内卷化”现象进行分析,发现该现象源于各地改革中出现的“趋同性”,而这种“趋同性”则是由强制性同构、模仿性同构及规范性同构三种同构压力共同作用形成。因此,本文从构建合理有效的法律政策体系、保持开拓创新的精神状态以及打破形式主义的壁垒三个方面提出了解决辅警改革“内卷化”问题的相关对策和建议。

The auxiliary police reform is a necessary part of the public security reform, and is the inevitable requirement of speeding up the construction of modern police system. Under the background of comprehensively deepening the reform of public security, the reform of auxiliary police in China has made remarkable achievements, which greatly promoted the regularization construction of auxiliary police.However, in the process of auxiliary police reform, there are still some "internalization" phenomena, such as the existence of simple problems complicated, low-level imitation and copying and coping with the work of "trace doctrine". Based on the perspective of institutional theory, this paper analyzes the phenomenon of "internalization" of auxiliary police reform, and finds that this phenomenon originates from the "convergence" in the local reform, and this "convergence" is formed by the joint action of three isomorphic pressures: mandatory isomorphism, imitative isomorphism and normative isomorphism. Therefore, this paper puts forward relevant countermeasures and suggestions to solve the "internalization" problem of auxiliary police reform from three aspects of constructing reasonable and effective legal policy system, keeping the spirit of innovation and breaking the barriers of formalism.
