亚吉铁路海铁联运发展策略研究

A Study on Developing Strategies of Sea-Rail Intermodal Transport of Ethio-Djibouti Railway

亚吉铁路是连接埃塞俄比亚和吉布提两国首都的非洲第一条电气化标准轨铁路,为使亚吉铁路充分发挥铁路在大宗物资运输、长距离运输中的骨干作用,在研究吉布提港和亚吉铁路现状的基础上,采用SWOT分析法,对亚吉铁路海铁联运的优势、劣势、机遇及挑战进行深入分析,提出亚吉铁路海铁联运发展策略,即:加大铁路设施设备的配置力度,构建沟通协调机制,开办“散改集”运输业务,大力推进标准轨铁路立法,加强属地人才能力建设,使吉布提港和亚吉铁路形成优势互补,助推亚吉铁路沿线国家经济快速发展。

The Ethio-Djibouti Railway is the first electrified standard gauge railway in Africa connecting the capitals of Ethiopia and Djibouti.To make the Ethio-Djibouti Railway give full play to the backbone role in the transportation of bulk materials and long-distance,based on the study of the present situation of Djibouti Port and Ethio-Djibouti Railway,the paper deeply analyzes the strength,weakness,opportunities and threats of Ethio-Djibouti Railway through the SWOT analysis method,and proposes the development strategy of sea-rail intermodal transportation of Ethio-Djibouti Railway,namely,increasing the configuration of railway facilities and equipment,building communication and coordination mechanisms,starting“bulk containerized”transportation,vigorously promoting the standard gauge railway legislation,strengthening the capacity of territorial talent,enabling the Djibouti Port and the Ethio-Djibouti Railway to form complementary advantages and contributing to the rapid economic development of the countries along the Ethio-Djibouti Railway.
