Exploration and Application of Localized Management Mode of Construction in Nigeria

基于PEST模型,对尼日利亚达迈高速公路项目开展属地化探索的外部宏观环境进行了分析。在考虑了项目施工面临的严峻地域安全形势后,提出“现场无中方人员”的属地化施工管理模式。明确了属地管理指导理念在属地管理中的先要作用;并根据属地指导理念,从组织结构属地化、现场雇员管理属地化、施工现场管理属地化、施工设备管理属地化等四方面对项目施工属地管理实践内容进行分析阐述。结合属地化实施经验,总结属地管理探索中存在的不足,进而为推行更高水平的属地化管理模式提供借鉴。

Based on the PEST model,the external macro environment of the localization exploration of the Damaturu-Maiduguri Project in Nigeria is analyzed.On this basis,the severe regional security situation faced by the project construction is considered,and the localized construction management mode of“no Chinese personnel on site”is further proposed.The primary role of the territorial management guidance concept in territorial management is clarified,and according to the territorial guidance concept,the project construction is implemented from four aspects:localization of organizational structure,localization of on-site employee management,localization of construction site management,and localization of construction equipment management.The content of territorial management practice is analyzed and explained.Combined with the implementation experience of territorialization,it summarizes the deficiencies in the exploration of territorial management,and then provides reference for the implementation of a higher level of territorialization management mode.
