增量配电网发展现状综述及发展趋势研究

Summary of Development Status of Incremental Distribution Network and Research on Development Trend

增量配电业务改革作为新一轮电力体制改革的重要任务,是推动社会资本进入电网竞争环节的重要突破口。文章在全面梳理已列入国家试点改革目录的五批483个项目的基础上,分别从试点公布时间、区域分布情况、区域类型、投资主体、资产发展趋势和配套政策六方面进行总结,同时,分析了增量配电网发展存在的六方面问题,最后从源网荷储一体化和电力市场体系建设两个角度提出了增量配电网业务改革的发展趋势。

Incremental distribution service reform is an important breakthrough to promote social capital into the grid competition as an important task of the new round of power system reform.It is summarized respectively from six aspects of pilot release time,regional distribution,regional type,investment subject,asset development trend and supporting policies on the basis of comprehensively sorting out the five batches of 483 projects listed in the national pilot reform catalogue in the paper.Meanwhile,problems in six aspects of incremental distribution network development are analyzed.Finally,the development trend of incremental distribution network service reform is put forward from two perspectives of source network load storage integration and power market system construction.
