河口地区规划新区水安全保障存在的主要问题及对策初探

河口地区独有的区位优势和巨大的经济发展潜力,使得新区开发建设速度越来越快,但河口地区受洪涝潮威胁较大,人水争地矛盾突出,水安全成为新区规划和建设中面临的首要难题。海南博鳌乐城国际医疗旅游先行区位于万泉河下游河口地区,地势低洼,文章针对存在的水安全主要问题,以规划新区为重点研究对象,放眼整个万泉河流域,探讨构建了洪涝潮灾害防御体系、供排水保障体系中的关键问题,为新区可持续健康发展提供支撑。

The unique location advantages and huge economic development potential of the estuary area make the development and construction of the new area faster and faster.However,the estuary area is greatly threatened by floods and tide,and the contradiction between man and water for land acquisition is prominent.Water security has become the primary problem in the planning and construction of the new area.Hainan Boao International Medical Tourism Pilot Area is located in Wanquan River downstream estuary area.It is low-lying.The main problems of water safety are targeted in the paper.The planning of new area is regarded as the key study object.Key problems of constructing a flood disaster prevention system,water supply and discharge guarantee system is discussed in the whole Wanquan River basin,thereby providing support for sustainable and healthy development of the new area.
