摘要
本文以黄河流域生态保护和高质量发展国家重大战略为背景,以黄河流域高质量发展内涵为基础,构建黄河流域高质量发展测度评价体系,利用熵权TOPSIS法估算2015—2018年黄河流域9个省区高质量发展综合水平及其在创新、协调、绿色、开放和共享五个维度的表现,运用耦合协调度模型计算沿黄流域各省区高质量发展耦合协调度指数,并进行了相应的分析评价。总体来看,上中游地区高质量发展水平一般,下游水平较高,各地区高质量发展差异明显;从分项指标来看,创新、绿色、共享是推进经济高质量发展的重要因素;黄河流域整体及分省区五个维度耦合协调发展水平一般,各维度发展存在明显的短板,主要处于初级协调发展阶段。
Based on the essential national strategy of ecological protection and high-quality development and the connotation of high-quality development in the Yellow River Basin,the measurement and evaluation system of high-quality development in this region is constructed.The comprehensive level of high-quality development in nine provinces and regions in the Yellow River Basin from 2015 to 2018 is estimated by using entropy weighted TOPSIS method and its performance in five dimensions:innovation,coordination,environmental protection,openness and sharing.The coupling coordination index of high-quality development along the Yellow River Basin is calculated by using the coupling coordination model.Generally speaking,high-quality development in the upper and middle reaches of the Yellow River is average,while that in the lower reaches is relatively high,and there are obvious differences in high-quality development among different regions.Considering the sub-index,innovation,environmental protection and sharing are indispensable factors to promote high-quality economic development.The five-dimensional coupling and the coordinated development of the Yellow River Basin as a whole and provinces are average,and the development of each dimension has significant shortcomings,mainly in the primary coordinated development stage.
