农户林地承包权退出意愿及影响因素分析——基于南方四省400个农户调查数据

Analysis of Farmers’Intention and Influencing Factors Regarding their Withdrawal from Forest Land Contracting Rights:Based on the Survey Data of 400 Farmers in Four Southern Provinces

依据“理性-经济人”假设理论,基于南方4省集体林区的农户调查数据,采用计量模型从农户家庭特征、林地资源禀赋、林地确权情况、预期风险与认知水平五个关联层面对农户林地承包权退出的影响因素进行统计分析。研究表明:户主性别、受教育程度、家庭主要收入来源、家庭林地规模、林地细碎化程度、是否存在林地产权纠纷等对农户林地承包权退出意愿具有显著正向影响;农户家庭劳动力数量、林地种类、林地自然条件、是否存在生计风险、家庭林业收入以及林地重要性感知程度等对农户林地承包权退出意愿具有显著反向影响。故此,为促进农户林地承包权依法自愿有偿退出,一要实行差异化的区域林地退出政策,二要大力培育农村新型产业,三要强化林区基础设施建设,四要建立健全农村社会保障机制。通过以上措施有效作用于农户林地退出意愿的行为影响因素,推动农户林地承包权退出依法有序地推进。

The paper uses the econometric model to analyze the influencing factors of farmers’withdrawal of forestland contracting rights from five related perspectives:household characteristics,forest land resource endowment,forest land right confirmation,expected risk and cognition level,by virtue of the theory of rational-economic man and samples of farm household data in collective forest areas in 4 southern provinces.The research shows that:the gender of the household head,education level,main source of family income,forest land size,forest land fragmentation,and whether there are forest land property rights disputes,etc.have a significant positive impact on farmers’willingness to withdraw from forest land contraction;the number of rural household labor force,forest land types,natural condition of forest land,whether there are livelihood risks,household forestry income,perceived degree of forest land importance,etc.have a significant negative impact on farmers’willingness to withdraw from forest land contraction.Therefore,in order to promote farmers’voluntary and compensated withdraw from forest land contracting right according to the law,four countermeasures are proposed:implementing differentiated regional forest land withdrawal policy,vigorously fostering new industries in rural areas,strengthening forest infrastructure construction and improving rural social security mechanisms.The measures above can effectively affect the behavioral factors that affect farmers’intention to withdraw from forest land and promote the withdrawal of farmers’forest land contract right legally and orderly.
