The Effectiveness of Volunteer Service Organizations:Evaluation Indicators and Impact Mechanism

志愿服务组织是创新社会治理的重要载体,其有效性直接关系到社会治理效果。以志愿服务强省山东省志愿服务组织为对象,综合使用扎根理论和结构方程模型探讨志愿服务组织有效性的评价指标与影响机制,结果显示:志愿服务组织有效性由组织发展、公众倡导和治理功效三个维度组成。组织活力是影响志愿服务组织有效性提升的直接因素,受到制度环境和社会资本的双重影响。为提升志愿服务组织的有效性,政府部门需要积极完善相关制度和措施,志愿服务组织应该积极构建纵向和横向社会资本。

Volunteer service organizations(VSOs)are important carriers of innovative social governance,and their effectiveness is directly related to the effect of social governance.Using grounded theory and the structural equation model,this paper explores the effectiveness evaluation indicators and influencing mechanism of VSOs in Shandong Province.The results show that the effectiveness of VSOs includes three dimensions:organizational development,public advocacy,and governance efficacy.Organizational vitality is a direct factor for improving the effectiveness of VSOs,which is affected by the dual factors of institutional environment and social capital.To enhance their organizational vitality and effectiveness,the government should actively improve VSO systems and measures,and VSOs should strive to build vertical and horizontal social capital.
