适度规模经营视域中土地细碎化治理:西北县域例证

Study on Land Fragmentation Management under the Background of Moderate Scale Management:Based on the Empirical Research in Northwest District

解决土地细碎化问题是推动农业适度规模经营、发展现代农业的必由之路。近年来,西北Y区积极回应农业经营主体对土地细碎化治理的诉求,因地制宜、分类施策,创新实施“一户一田”与“一组一田”模式成效显著。实践经验表明:土地细碎化治理是在多元共治的行动逻辑中以“党委把控底线、政府支持引导、村社统筹协调、农户主体参与”的组织化路径形成合力,再由“土地整治+互换并地”以及“虚拟确权+土地流转”的系统化机制推动土地适度规模经营,适应不同农业主体的经营需求,对农村发展产生综合效应,实现地尽其利的目标。西北Y区创新土地细碎化治理的实践对中国土地整治、适度规模经营及乡村振兴具有重大意义。

Solving the problem of land fragmentation is the only way to promote moderate scale agricultural management and develop modern agriculture.In recent years,Y district in northwest China has actively responded to the demands of agricultural operators for land fragmentation management,adopted measures according to local conditions and adopted policies based on classification,and achieved remarkable results in the innovative implementation of the mode of“one household,one field”and“one group,one field”.Practical experience shows that:land finely the action logic of governance is in multivariate co-govermnet to“party committee charged with the baseline,government support,guidance,village to coordinate,the farmer main body participation”path of organization form resultant force,again by“land management+swaps and land”and“virtual equaling+land circulation”systematic mechanism to promote land moderate scale management,to meet the needs of different subjects of agricultural management,produce comprehensive effect to rural development,realize the goal of making the best of land.The practice of innovative land fragmentation governance in Northwest Y district is of great significance to land consolidation,moderate scale management and rural revitalization in China.
