长三角高等教育一体化与科技创新协同发展研究

Research on the Integration of Higher Education and Synergistic Development of Scientifi c and Technological Innovation in Yangtze River Delta

高校是国家创新体系的核心力量,高校教育的发展与科技创新能力相辅相成。长三角作为发展国家战略的重要组成部分,具有引领示范作用。本文以长三角地区为例,通过对高校建设、协同发展指数等指标分析,发现内部发展不均衡,三省一市科技创新能力差距大等问题,并构建“一领二带一助”协同发展模型,从落实高校发展职责,搭建人才服务平台,整合投融资体系多角度给出政策建议。

Universities and colleges are the core force of the national innovation system of science,and the development of higher education and scientific and technological innovation capabilities complement each other.As an important part of the national development strategies,Yangtze River Delta has a leading demonstration role.This article takes the Yangtze River Delta region as an example,with the analysis of the indexes of university construction,collaborative development,and so on,and it finds that the internal development is unbalanced and there is a huge gap of the scientific and technological innovation capacity of three provinces and one city.This study constructs the collaborative development model of“taking one as the leading role,playing the two’s impetus function and playing the one’s boosting role”,and gives policy suggestions from various angles such as taking the development responsibilities of universities and colleges,building a talent service platform,and integrating the investment and fi nancing system.
