南阳市建设河南省副中心城市的战略机遇与推进举措

Strategic Opportunities and Promotion Measures for Nanyang to Build Itself into a Provincial Sub-central City in Henan

2021年5月,习近平总书记到南阳调研指导工作。2021年10月,河南省第十一次党代会报告提出,支持南阳建设河南省副中心城市,南阳市在全省发展大局中地位空前提升,迎来千载难逢加快发展的历史机遇。针对南阳目前经济社会发展中的短板,我们研究提出高质量建设省域副中心城市的推进举措是:全面强化加快发展与高质量发展的战略意识,科学制定副中心城市建设的战略规划,集中力量增强工业发展实力,积极拓展新兴产业,加快开放型经济发展步伐,全面增强创新发展能力,扎实推进绿色低碳转型发展。

In May 2021,General Secretary Xi Jinping went on an inspection tour to Nanyang.In October 2021,the 11th Henan Provincial People’s Congress of the Communist Party of China(CPC)proposed to support the construction of Nanyang into a sub-central city in Henan Province.Hence,Nanyang has seen an unprecedented elevation in its status in the overall development layout of Henan Province,ushering in a rare historical opportunity to accelerate development.In view of the shortcomings in Nanyang’s current economic and social development,we propose the following measures to promote the construction of a high-quality sub-central city in Henan Province.These measures include comprehensively strengthening the strategic awareness of accelerating development and pursuing high-quality development,scientifically formulating strategic plans for the construction of a provincial sub-central city,emphatically concentrating on empowering the city’s industries,proactively expanding emerging industries,favorably accelerating the development of an open economy,comprehensively enhancing the capacity for innovative development,and steadily promoting green and low-carbon transformation in development.
