我国南部边境地区脱贫巩固与乡村振兴有效衔接问题探讨

On the effective link between poverty alleviation and rural revitalization in the border areas of southern China

脱贫巩固与乡村振兴有效衔接是推动南部边境脱贫地区农业农村发展的必经之路,在衔接中政府发挥的作用尤为重要。为此,本文基于史密斯政策执行模型分析政府在衔接中的作用,通过分析发现,尽管政府在脱贫巩固与乡村振兴的衔接中发挥了制定政策规划、提供资源投入和组织主体力量的作用,但在实践中,政府尤其是基层政府依然面临着衔接政策困境、衔接执行困境、衔接群体困境和衔接环境困境。对此,南部边境脱贫地区的政府应因地制宜地实施政策,通过革新思想来增强基层政府执行人员的能力,加速市场改革、提高农民对衔接的参与认同,明确自身定位和重构价值理念的途径来克服困境,从而提升政府在衔接中的作用。

The effective connection of the consolidation of poverty alleviation and rural revitalization is the only way to promote the development of agriculture and rural areas in the poverty alleviation areas of the southern border,among which the government has played a great role.This paper applies Smith’s policy implementation model to analyze the role of government in the linking poverty alleviation with rural revitalization.Although the government has played a role in formulating policy and planning,providing resources and organizing the main forces in the process of linking poverty alleviation and consolidation with rural revitalization,the government,especially the grass-roots government,still faces some difficulties in policy implementation.The paper suggests that the government in the poverty alleviation area of the southern border should implement policies in accordance with local conditions,strengthen the performance of grass-roots governments and practitioners through innovative thinking,accelerate market reforms and increase farmers’participation in convergence,clarify its own position and reconstruct the value in order to overcome the difficulties and enhance the role of the government in the connection.
