成渝地区双城经济圈公共卫生政策之协同及其路径研究

Study on the Coordination and Path of Public Health Policies in Chengdu-Chongqing Economic Circle

公共卫生治理以保障公众健康为导向,关注人与环境的和谐相处,要求政府在生态环境保护、自然灾害防治、公众行为引导、医疗卫生服务供给等方面积极作为。成渝地区应抓住历史性的发展机遇,以公共卫生政策协同为契机,提高域内整体公共卫生治理能力,打造高品质生活宜居地品牌,促进区域经济的绿色可持续发展。因此,应构建成渝双城经济圈全方位公共卫生协同治理体系,实现路径包括:完善域内的联防联控常态机制,善用大数据打造智慧型政府;行协同性质的公共卫生政策需先试点,经实践检验后再行推广;凸显公共卫生因地制宜的异质化治理;探索整合毗邻区公共卫生资源的高度一体化协同发展模式;推动相关产业发展,实现公共卫生治理与经济发展的良性互动。

Public health governance aims to protect public health and focuses on the harmony between people and the environment,which requires the government to take an active role in ecological environmental protection,natural disaster prevention and control,public behavior guidance and medical health services provision.The Cheng⁃du-Chongqing region should seize the historic development opportunity and take the public health policy synergy as an opportunity to promote the modernization of the public health governance system and governance capacity in the region,build the brand of livable place for high quality life and accelerate sustainable regional economic develop⁃ment.Based on this,a comprehensive public health collaborative governance system should be built in the Cheng⁃du-Chongqing region,and the specific paths to achieve this include:firstly,it should improve the normal mechanism of joint prevention and control in Chengdu-Chongqing region,and make good use of big data to build a smart govern⁃ment;secondly,a pilot project should be launched first,and then it could be promoted after testing it in practice;thirdly,it needs to achieve heterogeneous governance of public health according to local conditions;then,it should integrate the public health resources in adjacent areas and explore a highly integrated and synergistic development model;finally,it needs to stimulate the development of related industries to realize the positive interaction between public health governance and economy.
