高等职业院校依法治校运行机制建构的现实困境与路径选择

依法治校是高等职业院校完善治理体系、提高治理能力的理性选择,而依法治校运行机制则是实现依法治校常态化的必要保障。依法治校运行机制是一种依法有序的制度设计与运转状态,具有规范的合理性、实施的主动性、环节的完备性和运行的保障性特征。当前,高职院校的依法治校尚未形成科学有效的常态化运行机制模式,存在制度不健全、法治素养不高、法治文化氛围未形成、难以常态化运转等诸多困境,需要从法治环境、法治队伍、法治机构、法治要素和法治监督等方面推进改革完善,逐步构建行之有效的依法治校常态化运行机制,以推进我国高等职业教育的跨越式发展。

The rule of law is a rational choice for colleges and universities to improve the governance system and improve their governance ability.The operation mechanism of the school according to the law is the necessary guarantee to realize the normalization of the school according to the law.The operation mechanism of the school according tothelaw is an orderly system design and operation state according to the law,which has the characteristics of rationality of norms,initiative of implementation,and completeness of links and guarantee of operation.At present,higher vocational colleges have not yet formed a scientific and effective normal operation mechanism mode of running schools according to the law,and there are many difficulties such asthatthe system is not perfect,the rule of law literacy is not high,the culture atmosphere of the rule of law has not been formed,it is difficult to normalize the operation and so on.Schools governed by the law in higher vocational colleges need to promote reform and perfection from the aspects of rule of law environment,rule of law team,rule of law institutions,rule of law elements and supervision of rule of law,and gradually construct effective operation mechanism of schools governed by the law,so as to promote the leaping development of higher vocational education in China.
