国内外农村经济发展的典型模式及对我国乡村振兴战略实施的启示

The Typical Paradigm of Rural Economic Development at Home and Abroad and Its Enlightenment to the Implementation of China’s Rural Revitalization Strategy

在推动农村经济发展过程中,许多国家和地区都进行了实践和探索,并形成了独具特色的发展模式。文章介绍了20世纪以来美国、法国、西班牙、日本、韩国等主要发达国家的农村经济发展模式,论述了改革开放以来国内重点地区代表性农村经济发展模式,总结了其经验特征,为我国乡村振兴战略的全面有效实施提供借鉴和参考。文章认为产业兴旺是实现乡村振兴的内生动力源,提升农业产业价值链是实现农业强、农民富的重要路径,构建“以城带乡”的城乡利益共同体是实现乡村振兴的重要基础,而完善适度偏向农村的政策体系是实现乡村振兴的基本保障。

For rural economic development many countries and regions have accumulated much experience and formed distinct development paradigms.This paper introduces the rural economic development paradigms from the 20th century in the United States,France,Spain,Japan,South Korea and other major developed countries.It also talks about some representative paradigms for rural economic development in some key areas in China since the reform and opening up was begun.The paper believes that the experience from home and abroad will help comprehensively and effectively implement China’s Rural Revitalization Strategy.Therefore,the following conclusions are drawn:Industrial prosperity is the tremendous drive to realize rural revi-talization;to improve the agricultural industrial value chain is an important path to get strong agriculture and rich farmers;to build an urban-rural inter-ests community in which urban areas will help rural areas is the foundation to realize rural revitalization;and to improve the policy system which will fa-vor the rural areas is the basic guarantee to realize rural revitalization.
