乡村振兴视域下的村庄空间重构:现实困境与破解路径

Research on the Dilemma and Realization Path of Rural Space Reconstruction from the Perspective of Rural Vitalization

在新发展阶段积极稳妥地推进村庄空间重构,促进农村发展空间优化、基础设施改善、生态文明建设是实施乡村振兴战略和实现城乡融合发展的必然选择。当前,在村庄空间重构过程中面临着资源利用效率、生态文化保护、农民参与程度、资金筹措渠道、主体统筹协调5个方面的现实困境。为实现乡村振兴和城乡融合发展,应基于精明收缩理念编制村级国土空间规划,走集约化和内涵式村庄空间重构之路;着力推进以宅基地制度为核心的农村土地制度改革;建立村庄空间重构资金保障体系,完善多元主体利益协调机制。

In the new development stage,the reconstruction of rural space,the optimization of village development space,the improvement of infra-structure and the construction of ecological civilization are the inevitable choices to implement the Rural Vitalization Strategy and realize the integrated development of urban and rural areas.At present,the rural space reconstruction faces five difficulties:low efficiency of resource utilization,poor pro-tection of ecological culture,low level of public participation,narrow channels of fund raising,and difficulty in overall coordination of the main sub-jects.In order to realize rural vitalization and urban-rural integrated development,we should prepare rural land spatial plan based on the concept of smart contraction,take the road of intensive and connotative transformation of old villages,promote the reform of rural land system with homestead sys-tem as the core,establish the fund guarantee system for old village transformation,and improve the interest coordination mechanism of multiple subjects.
