Promoting the Integration of Industrial Chain and Innovation Chain:Theory,Reality and Policy Advice

产业链安全稳定是构建新发展格局的基础,而产业链与创新链的融合发展是提高产业链安全性和稳定性的重要方式。文章首先对我国产业链创新链融合发展的官方论述进行系统梳理,并结合我国科技创新的总体布局和主要举措提出包含科技创新投入、科技创新平台、科技创新主体、重大科技项目和科技成果转化机制的五维理论框架。从这一理论框架出发,文章进一步对我国产业链和创新链融合发展所取得的成绩和现存问题进行总结,发现尽管我国科技创新投入持续增加,科技创新平台渐趋完善,科技创新重点企业加快培育,重大科技项目有序部署,科技成果转化机制逐步健全,但在基础研究能力、科技成果转化及完整政策体系形成方面还有待进一步完善。据此,文章提出未来推动我国产业链创新链融合发展要继续加大基础研究投入,健全科技成果转化机制,促进产业链和创新链不同环节融合、推动多链协同发展、探索区域性产业链和创新链融合发展。

The safety and stability of the industrial chain is the basis for building the new development pattern,and the integrated development of the industrial chain and the innovation chain(IDICIC)is an important way to improve it.This paper first systematically sorts out the official documents on the IDICIC in China,and puts forward a five-dimensional theoretical framework based on the overall layout and main measures of China’s scientific and technological innovation,which includes technological innovation investment,technological innovation platform,technological innovation subject,ma-jor scientific and technological projects,and technological achievement transformation mechanism.Starting from this theoretical framework,this paper further summarizes the achievements and existing problems of the IDICIC in China.It is found that the basic research capacity,the transformation of scientific and technological achievements and the formation of a complete policy system still need to be further improved despite the continuous increase in scientific and technological innovation investment,the gradual improvement of scientific and technological innovation platforms,the accelerated culti-vation of key scientific and technological innovation enterprises,the orderly deployment of major scientific and technological projects,and the gradual improvement of the transformation mechanism of scientific and technological achievements.Based on this,to promote IDICIC in the future,it is pro-posed to continue to increase investment in basic research,improve the transformation mechanism of scientific and technological achievements,promote the integration of different links of the industrial chain and innovation chain,facilitate the coordinated development of multiple chains,and explore re-gional industrial chains and innovation.
