目标价格政策需求优先序及影响因素研究——基于粮食主产区849户粮农的调查

Research on the Priority of Farmers′Demand for Target Price Policy and Its Influencing Factors——Investigation on 849 Farmers in Main Grain Producing Areas

粮食价格支持政策对稳定农产品市场价格、提高农民生产积极性、保障粮食安全,具有重要意义。本研究基于粮食主产区849份农户调研数据,运用聚类分析方法及多元Logistic计量方法分析了不同禀赋特征的农户对目标价格政策的需求优先序及影响因素。研究结果表明,对于农户来说,目标价格政策最需要明确规范和制度、加强政策宣传、完善配套政策;受访农户的受教育程度、工作类型、干部经历、家庭耕地规模对目标价格政策的需求程度均有显著的影响。

Grain price support policy is of great significance to stabilize the market price of agricultural products,improve farmers′enthusiasm for production and ensure food security.Based on the survey data of 849 farmers in main grain producing areas,this paper analyzes the demand priority order of farmers with different endowment characteristics for target price policy and influencing factors by using cluster analysis method and multivariate logistic method.The results show that for the target price policy,the three kinds of policies that farmers need most are to clarify the norms and systems,strengthen the publicity of policies,and improve the supporting policies;the education level,work type,cadre experience and family cultivated land scale have a significant impact on the demand degree of the target price policy.
