高校基层组织工作制度会随着党和国家改革进程与高校党建的步伐作出调整,比照三版《中国共产党普通高等学校基层组织工作条例》可发现其发展趋势和创新内容。在总则上,体现为制度目的、立规依据、指导思想、教育方针等方面的沿革,以及民主集中制原则的确立展开。在组织结构设置上,体现为高校基层组织纵向体系的延伸和横向机构的设立。在组织职责配置上,体现为高校党委(及其常委)、院(系)级党组织、教职工党的支部委员会、大学生党的支部委员会等四类高校基层组织主要职责的细化。在工作板块上,体现为党员工作、干部与人才工作、思想政治工作、对群团组织的领导等四方面的补充与完善。在领导和保障上,则表现在领导责任与分工、机构设置、高校领导选任与党务和思政专员/专职辅导员/思政课教师配比、绩效考核与问责制等具体层面的构建。

The work system of grassroots organizations in colleges and universities will be adjusted with the reform process of the party and the state and the pace of party building in colleges and universities.Comparing with the third edition of the"Regulations on the Work of Grassroots Organizations in Ordinary Colleges and Universities of the Communist Party of China",its development trend and innovative content can be found.In general,it is reflected in the evolution of the system purpose,the basis of regulations,the guiding ideology,the educational policy,etc.,as well as the establishment and development of the principle of democratic centralism.In the setting of organizational structure,it is reflected in the extension of the vertical system of the grass-roots organization and the establishment of the horizontal organization.The allocation of organizational responsibilities is reflected in the refinement of the main responsibilities of four types of college grassroots organizations,including college party committees(and their standing committees),college(department)-level party organizations,faculty party branch committees,and college student party branch committees.In the work section,it is reflected in the complement and improvement of four aspects:party member work,cadre and talent work,ideological and political work,and leadership of mass organizations.In terms of leadership and security,it is reflected in the construction of leadership responsibilities and division of labor,institutional settings,university leadership selection and party affairs and the ratio of ideological and political specialists/full-time counselors/ideological and political teachers,performance appraisal and accountability.
