我国城市更新中历史文化街区的地方秩序重构策略与路径

Reconstruction strategies and paths of historical conservation areas’ place order in China’s urban renewal process

文章基于国家城市更新的政策背景,梳理了当前我国以历史文化街区为代表的地方旧城、老城内部建设失序与混乱的现象。重点揭示了历史文化街区地方秩序建构中的问题表征与产生机制突出体现在街区发展资金缺口大、街区整体风貌建设失序、本地社区居民参与性不高、街区管理体制混乱4个方面。针对未来历史文化街区的地方秩序重构策略提出具体的路径:1)建立多元的历史文化街区价值评价体系;2)建构更加弹性的保护框架;3)搭建市民参与的社区营造平台;4)推进多目标社会治理的机制体制改革。

Based on the policy background of national urban renewal, this paper sorts out the disordered and chaotic phenomena of local old cities and their internal construction represented by historical conservation areas in China. The study mainly reveals the representation and generation mechanism of the problems in the construction of the place order of historical conservation areas, which are mainly reflected in four aspects: a large funding gap for block development,the disorder of the landscape construction of the area, the low participation of local community residents, and the disorder of the public management system. In view of the reconstruction strategy of the local order of the future historical conservation areas, the concrete path is put forward: Firstly, establishing a multi-historical and cultural district value evaluation system. Secondly, build a more flexible protection framework;Thirdly, build a community-building platform for citizens to participate;Fourth, encourage advanced institutional reform for multi-objective social governance.
