国际化法学人才素质培养研究

RESEARCH ON THE CULTIVATION OF INTERNATIONAL LEGAL TALENTS

当前,世界处于百年未有之大变局,我国发展所面临的国内外形势正在发生深刻变化,我国对国际化法学人才的需求也随着国家发展的需要而发生了变化。我国要培养符合国家发展需要的国际化法学人才,就要加强国际化法学人才的素质培养,使其具备过硬的专业本领及坚定的政治立场。当前,我国国际化法学人才培养中存在着重专业素质而相对轻政治素养,国际化法学人才培养目标实现度有待提高等问题。针对存在的问题,对现有培养策略进行扬优补劣,一方面开展优势推广,优化设计国际化法学人才培养策略,立体化、精准化培养国际化法学人才必备素质;另一方面进行劣势补足,在涉外法律实践和思想政治教育中,着力提升国际化法学人才的政治素养,实现国际化法学人才专业素质培养和政治素养提升并重。这是应对百年未有之大变局下我国对国际化法学人才培养新诉求的可行路径。

Under the impact of great changes on a scale unseen in a century,China’s development is faced with a turbulent world and an evolving domestic situation.In accordance with that,the demands for international legal talents also change.Based on such demands,international legal talents should be cultivated with quality,in particular,with excellent professional skills and a firm political stance.Yet there are some problems with the current training of international legal talents in China.For instance,the training focuses more on professional qualities and neglects political literacy;and it needs to boost the realization of internationalized legal talents’cultivation goals.Therefore,it is essential to respond to these problems:to make full use of the favourable conditions and remedy unfavourable ones.One way is to optimize and promote the training strategies of international legal talents,so as to cultivate the required professional quality of international legal talents in a three-dimensional and precise way.Another way is to make up for the deficiency by emphasizing the political literacy of international legal talents in legal practice related to foreign affairs and in ideological and political education,so as to strengthen both professional skills and political literacy in international legal talents.This is a feasible path to meet China’s new demands for the training of international legal talents and deal with great changes unseen in a century.
