领导干部政治领悟力的时代解读及提升路径——基于马克思主义认识论视域

The contemporary interpretation and the improving path of the political perception of leading cadres:From the perspective of Marxist epistemology

政治能力是干部的第一能力,是衡量干部的第一标准。早在无产阶级革命时期马克思主义经典作家就对干部政治方面的能力和素养提出一系列的要求。新时代,习近平总书记在中央政治局民主生活会上明确提出领导干部要不断提高政治判断力、政治领悟力、政治执行力。其中,政治领悟力作为连接政治判断力、政治执行力的逻辑支点而成为“政治三力”的重要一环。在马克思主义认识论视域下,作为人的主观能动性的重要因素,“领悟力”是人的内在素质的重要体现,是感性实践与理性思考相互作用的能力表征,马克思主义认识论为我们分析领导干部政治领悟力提供了全新的理论基点。同时,马克思主义认识论作为指导我们改造世界的方法论,在其精神实质的指导下提升领导干部政治领悟力要加强理论武装,在“深思”中感悟、夯实政治领悟力提升的理论基础;强化政治历练,在“体悟”中升华、积累政治领悟力提升的实践基础;密切联系群众,在“亲民”中涵养、凝聚政治领悟力提升的群众基础;总结历史经验,在“反思”中清醒、夯实政治领悟力提升的文化基础。

Political ability is the first ability of cadres and the first standard to judge cadres. As early as in the period of proletarian revolution, marxist classical writers put forward a series of requirements on cadres’ political ability and accomplishment. In the new era, General Secretary Xi Jinping made it clear that leading cardres should constantly improve their political judgment,political perception and political execution at a meeting of the Political Bureau of the CPC Central Committee. Among them, political perception, as the logical fulcrum connecting political judgment and political execution, becomes an important link of the "three political forces". From the perspective of Marxist epistemology, "perception", as an important factor of man’s subjective initiative, is an important embodiment of man’s inner quality and the ability representation of the interaction between perceptual practice and rational thinking,therefore, Marxist epistemology provides a new theoretical basis for us to analyze the political perception of leading cadres. At the same time, Marxist epistemology is a methodology to guide us to transform the world. Therefore, in order to enhance the political interpretation of leading cadres under the guidance of the spiritual essence of Marxist epistemology we should strengthen the theoretical arm, and feel in the "deep thinking" so as to consolidate the theoretical basis for the promotion of political perception;strengthen the political experience, and sublimate in the "understanding" so as to accumulate the practical basis for the promotion of political perception;close ties with the masses, and cultivate ourselves in the "close to the people" so as to rally the masses for the promotion of political perception;sum up historical experience, andsober in the "reflection" so as to consolidate the cultural foundation for the promotion of political perception.
