摘要
随着中国海油公司作业规模的不断扩大,设备呈现出数量大、类型多、分布广等特点,海上生产需求也在不断变更,针对海洋石油生产运营阶段的实际所需,建立设备设施变更管理(MOC)系统与数据库,以满足生产效率最大化和合理使用资产的需求。设备设施变更管理系统可以记录每个设备从搭建、使用、维修等过程中产生的各种变更历史数据,对设备设施变更产生的综合信息进行有条理的管理与归纳。通过变更管理信息系统的实施,能够有效提高油产量,减少生产操作费用,保证设施的安全性和完整性,将促进企业管理水平的全面提升,推动信息化建设与管理水平提升能够促使企业核心竞争力有较大提升,实现企业内部资源利用效率最大化以及管理活动的科学化、规范化、标准化以及信息的可追溯。
With continuous expansion of CNOOC operation scale,the equipment has characteristics of large quantity,more types and wide distribution,and offshore production demand is also changing.According to actual needs of offshore oil production and operation stage,establish equipment and facility management of change(MOC)system and database to meet the needs of maximizing production efficiency and rational use of assets.Equipment and facility MOC system can record various change historical data generated by each equipment from the process of construction,use and maintenance,and systematically manage and summarize comprehensive information generated by equipment and facilities change.The implementation of MOC system can effectively improve oil production,reduce production and operation costs,ensure the safety and integrity of facilities,promote the overall improvement of enterprise management level,promote information construction and management level,realize a great leap in enterprise core competitiveness,maximize the utilization efficiency of internal resources and scientific management activities normalization,standardization and traceability.
