国土空间规划背景下的工矿废弃地生态修复策略研究

A Research on Ecological Restoration Strategy of Industrial and Mining Wasteland under the Background of Land Space Planning

工矿废弃地生态修复的相关理论和实践研究当前集中在生态修复理论、技术和评价等方面,侧重生态视角、单要素视角,缺乏从国土空间规划的视角以系统修复、综合治理的思维进行研究,并缺乏将工矿废弃地当作可以充分利用的资源进行综合评价和合理的开发利用。国土空间规划强调对所有国土空间和全要素自然资源的用途管制和生态保护修复,新背景下的工矿废弃地生态修复应强化系统修复、综合治理、合理利用的思维,修复方向上加强与周边片区在国土空间规划中的联动,实现矿地融合发展,修复应用上推进修复后的耕地参照占补平衡和增减挂钩政策实现国土空间布局优化。

The relevant theoretical and practical research on ecological restoration of industrial and mining wasteland focus on the theory,technology and evaluation of ecological restoration,focusing on the ecological perspective and single factor perspective,which lacks the thinking of systematic restoration and comprehensive management from the perspective of land space planning at present.Meanwhilethe relevant theoretical and practical research are in lack of taking industrial and mining wasteland as a fully utilized resource for comprehensive evaluation and reasonable development and utilization.Land space planning emphasizes the use control and ecological protection and restoration of all land space and natural resources.Under the new background,the ecological restoration of industrial and mining wasteland should strengthen the thinking of system restoration,comprehensive management and rational utilization,and strengthen the linkage with surrounding areas in land space planning,so as to realize the integrated development of mining land,and in terms of restoration application,the cultivated land after restoration should be optimized according to the policies of balance of occupation and compensation and linkage of increase and decrease.
