摘要
近年来,科技人才发展日益成为各国创新发展的核心议题之一。自2020年以来,美国陆续出台“创新与竞争”系列法案,内容涉及科技、经济、教育、安全、外交等众多方面,其中与人才改革发展相关的举措值得我国学习借鉴。在梳理系列法案历史演进版本和各版本中相关人才政策的特点、分析美国现阶段科技人才发展现状与问题的基础上,重点解读《2021年美国创新和竞争法案》和《2022年美国竞争法案》两部法案中关于人才发展的思路和主要举措,为我国加快科技人才发展提出对策建议。
In recent years,the development of S&T talents has increasingly become one of the core issues of innovation and development in the world.Since 2020,the United States has successively issued a series of bills of innovation and competition,covering many aspects such as S&T,economy,education,security and diplomacy.Among them,the measures related to S&T talent reform and development are worth learning from.On the basis of sorting out the historical versions of a series of bills and the characteristics of talent policies,and analyzing the current situation and problems of S&T talents in the United States,this paper focuses on the talent development ideas and main measures of United States Innovation and Competition Act of 2021 and America COMPETES Act of 2022,and puts forward suggestions for accelerating the development of S&T talents in China.
