山西省玉米“保险+期货”的开展基础与路径

Basis and Path of Corn"Insurance+Futures"in Shanxi Province

通过梳理中国近20多年的玉米价格波动以及价格风险管理情况,分析了开展玉米“保险+期货”的优越性和必要性,总结了山西省开展“保险+期货”的现有保障基础,结合在运城、忻州、朔州对玉米种植经营主体以及相关政府部门的调研结果论证了山西开展“保险+期货”的可行性,并通过山西省实际情况结合玉米“保险+期货”的典型模式案例分析,探索出适合山西省实际的玉米“保险+期货”路径。山西省在玉米农业保险开展基础、主体参与机制、政府导向方面具备了“保险+期货”的开展条件,并可采取“农户+企业+保险+期货”或者“种植大户/合作社/村集体+保险+期货”模式。

By combing the corn price fluctuation and price risk management in China in recent 20 years,the advantages and necessity of corn"insurance+futures"were analyzed,the existing guarantee basis of"insurance+futures"in Shanxi province was summarized,combining with the investigation of corn planting and management subjects and relevant government departments in Yuncheng,Xinzhou and Shuozhou,the feasibility of"insurance+futures"in Shanxi province was demonstrated,and through analyzing both the actual situation of Shanxi province and the typical model of"insurance+futures",the path of corn"insurance+futures"suitable for Shanxi province was explored.Shanxi province has the conditions for the development of"insurance+futures"in terms of corn agricultural insurance basis,subject participation mechanism and government guidance,and can adopt the mode of"farmers+enterprises+insurance+futures"or"large planting households/cooperatives/village collective+insurance+futures".
