The Developmental Phases and Policy Consistency in the Evolution of Rural-Urban Relationship in China

城乡二元结构是发展中国家普遍存在的现象。与其他发展中国家不同,我国的城乡二元结构是通过法律法规固定下来的,也可称之为城乡二元结构体制。由此决定了要改变这种现象,离不开政府的意志与行为。统筹城乡发展的行为主体是政府,政府发挥着主导作用。推进城乡一体化与城乡融合发展,既要发挥政府的作用,也要发挥市场的作用,把有效的市场和有为的政府有机结合起来。在资源配置中市场则起着决定性作用。从统筹城乡发展到城乡发展一体化再到城乡融合发展,既反映中央前后政策是一脉相承的,又体现新时代中国特色社会主义的理论创新。

The existence of a rural-urban dual structure is common among developing countries.However,different from other developing countries,the rural-urban dual structure in China was established by law and regulations with a system called the rural-urban dual structure.Thus,changes of the dual structure require changes of government's will and behavior.Government is the behavior entity and plays an important role in implementing a unifying policy for rural-urban development.To further rural-urban integration and its development,apart from the central role of the government,market also has a role to play.It is important to combine the role of an efficient market with active government intervention with market playing a decisive role in resource allocation.From a unifying policy for rural-urban development to policies encouraging rural-urban integration and its development,the central government's policies are consistent,which reflects the theoretical breakthrough of the socialism with Chinese characteristics in the new era.
