中小城市农产品物流效率提升路径研究--以江苏淮安为例

Study on Path to Improving Agricultural Products Logistics Efficiency in Small and Medium-Sized Cities:A Case Study of Huai’an,Jiangsu Province

在长三角一体化的背景下,为促进淮安市农业实现高质量发展,推动淮安市乡村振兴进程的加快,课题组对淮安农产品物流提升路径进行探索。首先,文章对“十三五”时期,淮安农业在农业基础地位、关联产业现状、物流业现状、临近城市农产物流业的现状以及江苏省农产品物流业的发展等方面取得的成就进行了汇总;其次,梳理了“十四五”时期淮安市农产品物流业发展所面临的机遇、形势和挑战,并提出了“十四五”时期淮安市农产品物流业效率提升基本思路、主要目标和可行性举措;最后,通过总结与借鉴国内相关城市、苏南地区和苏中地区农产品物流业发展的经验教训,提出了培育物流体系、加强人才支撑、完善基础设施与公共服务体系、优化政策支持体系的农业产品物流效率提升路径。

In the context of the integration of Yangtze River Delta,in order to promote the high-quality development of Huai’an agriculture and accelerate the process of rural revitalization of Huai’an,the research group explored the upgrading path of Huai’an agricultural products logistics.First of all,the achievements of Huai’an agriculture in the agricultural foundation position,the status quo of related industries,the status quo of logistics,the status quo of agricultural products logistics in neighboring cities and the development of agricultural products logistics in Jiangsu province during the“13th Five-Year Plan period” are summarized. Secondly, this study summarizes the situation, opportunities, and challenges faced by the development of agricultural products logistics industry in Huai’an during the “14th Five-year Plan” period, and puts forward the basic ideas, main goals and feasible measures to improve the efficiency of agricultural products logistics industry in Huai’an during the “14th Five-year Plan” period. By summarizing and learning from the experience and lessons of agricultural products logistics industry in similar cities in China, southern Jiangsu and central Jiangsu areas, this paper puts forward the path to improving the logistical efficiency of agricultural products by cultivating logistics system, strengthening talent support, improving infrastructure and public service system, and optimizing policy support system.
