中国西南边疆生物安全识别路径探索

A Study of the Approaches to Biosecurity Identification in the Frontier Region of Southwest China

西南边疆生物安全在国家安全战略中具有重要地位,对维护国家安全、处理好周边关系具有重要意义。现代化背景下的时空压缩、重叠和延伸,增加了西南边疆生物安全的不确定性、复杂性和挑战性。当前西南边疆生物安全识别存在进出境监测难度大、口岸动植物检验检疫能力不足、生物安全识别体系不健全、相邻国家生物安全识别水平较低和生物安全国际合作不力等困境。西南边疆的生物安全识别需立足时空场域,探索口岸检验检疫场域前置,弥合西南边疆生物安全识别短板,构建从“源头”到“口岸”的多级识别体系,增强国际生物安全识别合作力度,着力推进周边生物安全共同体建设。

The biosecurity of the frontier region of southwest China plays an important role in our national security strategy,and has great significance to maintaining our national security and properly handling the neighborhood relations.The spatial-temporal compression,overlap and extension against the background of modernization have increased the uncertainty,complexity,and challenges of biosecurity in the frontier region of southwest China.At present,biosecurity identification in the frontier region of southwest China faces such challenges as difficult entry-exit monitoring,insufficient entry-exit animal and plant inspection and quarantine,an imperfect biosecurity identification system,a low level of biosecurity identification in the neighboring countries,and insufficient international cooperation in biosecurity.Successful biosecurity identification in the frontier region of southwest China should take the temporal and spatial dimensions into consideration,explore the workable means for port inspection and quarantine,overcome the weaknesses of biosecurity identification,build a multi-level identification chain system,and strengthen international biosecurity identification cooperation and promote the construction of a biosecurity community involving the neighboring countries.
