Eight Functions of International Chinese Education for Serving the Strategy of Constructing a Powerful China and Six Realization Approaches in the New Era

新时代国际中文教育在服务我国强国战略方面具有八大功能:促进文明交流互鉴,服务人类命运共同体构建;服务“一带一路”倡议,促进国际经济合作;助力我国国际传播本土队伍建设,推动当代中国本土化阐释;培育知华友华力量,助力构筑国际统一战线;赋能国际技术人才培养,助推科技与产业国际合作;改善国家形象海外认知,提升我国文化软实力;促进人文交流,服务公共外交;促进华侨华人语言文化传承,增强海内外中华民族凝聚力。基于此提出了实现上述功能的6条路径:科学制定国际中文教育发展中长期规划;加大力度推进中文课程纳入各国国民教育体系并启动标准体系支持项目;推动虚拟空间国际中文教育加快发展;加强中文教学资源的精准化、数字化建设;加大学科建设力度,着力培养各国高层次本土中文人才;大力支持海外华文教育发展。

International Chinese education in the new era has eight functions for serving China’s strategy of constructing a powerful country:promoting the exchanges of different civilizations and the construction of the community of mankind with a shared destiny;helping the implementation of the Belt&Road Initiative and the international economic cooperation;promoting the construction of the local team in China for international publicity and the localized interpretation of contemporary China;cultivating more China-friendly and China-loving people for constructing an international united front;quickening the cultivation of international technical talents and promoting international cooperation in science,technology and industry;improving China’s image in the world and enhancing China’s cultural soft power;promoting people-to-people communications as well as cultural exchanges and serving the public diplomacy;promoting the linguistic and cultural inheritance of overseas Chinese and enhancing the cohesion of the Chinese people at home and abroad.Six realization approaches to the above-mentioned goals are put forward:it is necessary to scientifically formulate the medium-term and long-term plans for the development of international Chinese education,devote more efforts to integrate Chinese-language courses into the national education system of various countries and start the support project of the standard system,accelerate the development of international Chinese education in the virtual space,enhance the efficiency of the precise and digital construction of Chinese teaching resources,strengthen the disciplinary construction and strive to cultivate high-level local Chinese talents in various countries,and vigorously support the development of overseas Chinese education.
